Levelling up is an important aspect of practical policy. It is supposed to have been applied across the regions of the UK. More meaningfully, it is being carried out within Greater Manchester, with the Atom Valley project being the most prominent example.
But the concept raises issues which are of fundamental importance for economic theory. For example, should policies be explicitly “place based” or should they be “place neutral”? Should interventions be concentrated, or spread more widely?
The lecture develops the connections between the theory and the practice of levelling up.
Paul Ormerod
Paul is the chair of both the Atom Valley Mayoral Development Zone and the Rochdale Development Agency.
He is an Honorary Professor in the Alliance Business School at the University of Manchester. Until September 2023, he had been for five years a Visiting Professor in the Department of Computer Science at University College London (UCL).
He was elected a Fellow of the Academy of Social Sciences in 2006 and in 2009 was awarded an honorary Doctorate by the University of Durham for “the distinction of your contribution to the discipline of economics.”
Paul has published several best-selling books in economics, including “The Death of Economics” and “Why Most Things Fail: Evolution, Extinction and Economics”.
He is also President of Rochdale Hornets Rugby League Football Club.
