Module 1: Community Emergency Hubs

The local resilience partnerships in the NCSR+ asked that the first module we develop be on creating a Community Emergency Hub.

Working with UK and international practitioners, we co-produced an approach to community emergency hubs for UK local resilience partnerships to enable faster, better, safer, and more locally appropriate community responses to a disruption.

Our co-production of this module on Community Emergency Hubs was heavily informed by experiences from Dan Neely and Paul Cull of Wellington Region Emergency Management Office (New Zealand). They inspired us and generously shared their materials on how to create a Community Emergency Hub.

We're also immensely grateful to those from the NCSR+ who shared their experience and for engaging in this work.

Module 1 documents

  • Part 1: 'The Why' - Briefing for resilience partners
  • Part 2: Workshop for resilience partners and communities
  • Part 3: 'The How' - Community Emergency Hub guide
  • Part 4: Safety briefing for volunteers.

Module 2: Spontaneous volunteers

Local resilience partnerships in NCSR+ asked that the second module we develop be on the coordination of spontaneous volunteers.

Work with UK and international practitioners co-produced an approach to spontaneous volunteers to enable faster, better, safer, and more locally appropriate voluntary responses to a disruption.

We're immensely grateful to the 43 partners from NCSR+ who participated in workshops and commented on this module.

Module 2 documents

  • Part 1: 'The Why' - Briefing for resilience partners
  • Part 2: 'The How' - Spontaneous Volunteers guide
  • Part 3: Safety briefing for volunteers

For more information about creating a spontaneous volunteering capability, watch our 2022 webinar with Chile's Ministry for Youth (YouTube).

Module 3: Resilient essential sectors to support vulnerable persons

Local resilience partnerships in NCSR+ asked that the third module we develop be on the resilience of businesses in sectors that support vulnerable persons in a disruption - what this module calls an 'essential sector'.

Our co-production of this module was informed by work with UK resilience practitioners, providers and commissioners of essential services through a Northwest 'Innovation Project 24/25' led by Cleveland LRF and part funded by MHCLG.

We're immensely grateful to project partners and participants for their insights on how to diagnose and enhance the resilience to disruption of an essential sector, and to NCSR+ partners who provided feedback on this module.

  • Part 1: 'The Why' - Briefing for resilience partners
  • Part 2: 'The How' - Guide on how to work with essential sectors on societal resilience
  • Part 3: Worksheet to structure focused resilience work with an essential sector
  • Part 4: Case studies of applying the worksheet
